The first Saturday in March marks the traditional start of the St. Patrick’s Day season in Hoboken, which in recent years has coincided with escalating public safety and quality of life impacts on the community, including reported sexual assaults, attacks on public safety officials, and significant damage to private property. Because of this, the City this year required that the St. Patrick’s Day parade be held on a Wednesday. Although the parade was ultimately cancelled, the City has been preparing for thousands of visitors this weekend.
All Hoboken Police officers will be on duty in addition to more than 140 officers from neighboring jurisdictions to help ensure a safe and orderly day is enjoyed by all. The City thanks the Hudson County Prosecutor Edward De Fazio and his command staff, along with Hudson County Sherriff Frank Schillari and members of his office, and the Police Departments from Jersey City, Union City, Weehawken, West New York, North Bergen, Bayonne, Secaucus, Harrison, and Kearny for their support and assistance. The Port Authority, NJ TRANSIT, and Stevens Institute of Technology police departments will all have an increased presence as well.
The City thanks the bars and restaurants who are voluntarily delaying their opening until 11am in the interest of public safety.
Residents are reminded that they remain the “eyes and ears” of the City’s public safety efforts and are asked to call the Hoboken Police Department at 201-420-2100 with any concerns. In past years, house parties have been the cause of significant quality of life issues including private property damage. Residents are asked to notify authorities as early as possible if they believe that a house party is not fully under control. Control issues including overcrowding, unreasonably reckless, disorderly or unsafe behaviors constitute a violation of City Ordinance 145-18 (Disorderly House), and the renter or owner of the apartment or house may face up to a $2,000 fine plus community service.
Unless a property is specifically zoned and approved for rooftop access, there is an absolute restriction on parties or gatherings on rooftops. Sitting or loitering on fire escapes, common hallways, or stairwells is also strictly prohibited. The Fire Department will be conducting occupancy inspections at businesses and private residences throughout the city and will strictly enforce all codes for the use of rooftops and other structures with a zero tolerance policy.
Porta-Johns
The City will be placing 60 porta-johns throughout Hoboken, 50% more than in past years. The City thanks the hospitality industry for continuing to assist in funding this amenity.
Taxi & Traffic Information
The taxi stand will be relocated from Hudson Place to Vezzetti Way between Washington Street and Willow Avenue.
The crane being used for the demolition of the building at 300 Washington Street will be temporarily relocated and Washington Street will be temporarily re-opened to vehicular traffic for the weekend. NJ TRANSIT buses will continue along their detoured routes on Hudson Street and Bloomfield Street during this time. Washington Street will again be closed on Monday so that demolition work can resume. The City is exploring the possibility of re-opening northbound traffic on Washington Street.
Parking Restrictions
No parking will be permitted on the following streets from: 6am to midnight on Saturday, March 3:
- Vezzetti Way (both sides) from Washington Street to Willow Avenue
- Park Avenue (west side) from Observer Highway to Fourth Street
- Fourth Street (south side) from Hudson Street to Willow Avenue
- Hudson Place (north side)
- Hudson Street (both sides) from First Street to Second Street
- Clinton Street (both sides) from Seventh Street to Eighth Street
Zero Tolerance Policy
As in recent years, a zero tolerance policy for all quality of life infractions will be in effect with fines up to $2,000 plus community service. The following are among the more common violations for which there where there will be a zero tolerance policy in effect:
1) City Ordinance 145-23 A/B (Consumption of Alcohol/Open Container in Public)- Any person seen possessing an open container of alcohol in public faces maximum penalties of a fine up to $2,000, and the possible sentence of having to perform Community Service.
2) City Ordinance 145-22 (Urinating in Public)- Any person observed urinating on public streets, sidewalks or in parks faces maximum penalties of a fine up to $2,000, and the possible sentence of having to perform Community Service.
3) City Ordinance 145-18 (Disorderly House)- House parties have become the largest problem. In past years, most of the calls the Police Department responded to were for disorderly house parties. This year, when a party is deemed to be overcrowded, unreasonably reckless, disorderly or unsafe, the renter or owner of the apartment or house will be charged with violating this ordinance. Along with the issuing of the summons, the Hoboken Police Department will shut the party down and clear out the apartment or house if it is determined that a hazardous or reckless condition exists. The maximum penalties for this violation is a fine of up to $2,000 and the possibility of having to perform Community Service.
4) New Jersey State Statute 2C: 33-2a (Disorderly Conduct, Improper Behavior)- A Person is guilty of disorderly conduct if “with purpose to cause public inconvenience, annoyance or alarm, or recklessly creating a risk thereof he, 1) Engages in fighting or threatening, or in violent or tumultuous behavior, or 2) Creates a hazardous or physically dangerous condition by any act which serves no legitimate purpose.” This offense carries maximum penalties of a 30 day prison term and a fine not to exceed $500.

The house parties came to be, for the most part, because people got real tired of being gouged and ripped off by greedy bar owners. I understand about capacity rules and all that but $40 - $70 for covers is ridiculous. So what are people to do? Have a house party.
As a 12 year resident this used to be the best day of the year and it's been ruined by idiotic frat boys but also mega-greedy bar owners. And cancelling the parade is only, in my opinion, going to make it worse.

So, you disparage the rules as "disproportionately strict" and "semantically vague" while exhorting readers to follow them? How does that work?
How do you expect readers to respect rules that you clearly don't? Not real effective.
Personally, since our 'guests' on Saturday are legal age (adult) I'll bet they can figure out what "disorderly conduct" means. Same for "peeing in the street". If you think grown-ups really find those "semantically vague" you may add to your piece ALL the kinds of possible disorderly conduct Hoboken residents would find obnoxious, inconsiderate and worse. That won't be quite so "semantically vague".
As for the act of peeing in the street, you may 'un-vague' it by describing how the male and female genders might tackle the act, blow-by-blow. But I truly don't think that's necessary.

I'm saying that she is spending a ton of money to address what will probably be a crowd that is no bigger than the crowds that come here on a normal weekend. Between robocalls, calling in the entire police dept and stopping just short of calling in the national guard, she has an obligation to fully disclose the cost of the weekend. It just seems to me that she screwed up the parade which was enjoyed by families and still has the nonsense that drove us all crazy. I fail to see what her stupidity has accomplished.

If it's any consolation demo, they aren't talking to us. They know that we know they are nothing but a little troupe of PAID LIARS. Further, they know that we know what the truth actually is. They are addressing themselves to the assumed silent majority of non-posting readers. This is why when a PAID LIE is fully debunked it magically appears again someplace else. It has nothing to do with any kind of "dialog." It's simply to move the LIE to a different venue where the assumed silent majority might see it separate from its debunking.
It's propaganda, not dialog or anyone's actual thoughts. Hopefully, the November BOE elections will have a chilling effect on the people who pay the PAID LIARS. After all, two PAID LIARS can have an impact in an election with 10-15% turnout. Not so much in November.

All commerce and QOL issues aside. I think it was a mistake for Zimmer to force a confrontation and further divide the voting community in Hoboken. I voted for her with the hopes that she would bring some new ideas to Hoboken, while still embracing the traditions and culture of the town.
The number one priority of a public service official is to bring the community together, however a series of actions out of her office has driven a wider gap between her allies and those that differ with her views.
Politics is not a my way or the highway game. To be successful one must give and take and spend more PR on the give, than the take.
She will be a one term Mayor who's legacy will be the cancellation of the parade and the saving of the Hospital.

The people who would view the cancellation of the parade as anti-Irish, or Zimmer not caring about them were NEVER going to vote for Zimmer anyway. The just out of college crowd in town who enjoy the debauchery have never voted in Hoboken elections in a large number. And the parade committee crowd living over in Church Towers would take a bullet to the head before voting for Zimmer.
Let's be honest here. The crowds/anarchy/misbehavior by the people who invade Hoboken parade day has escalated every year. Are they ruining it for the responsible partiers? Yes. Does that bother me? Yes. But I would rather the parade be cancelled and the crowds be discouraged through enforcement than have some dummy fall off a balcony and die. Something very bad was eventually going to happen

Garcia and Raia are great at PR- have you seen the millions stolen from you and the kids, while they were in charge?
What about those fires the killed so many in Hoboken? Do you think Zimmer and her group would be ok with that, if it occured today? Do you think she would blame it on Latin lovers and deny help from the FBI?
I hear complaints about Zimmer, largely from people who support Russo and Castellano- (not going to bother with mason- she and her crew are just twits and flip floppers, sold to the highest bidder). The true/viceral hatred of Zimmer is odd, especially that she seemingly hasn't done anything egregious to anyone or any group in Hoboken and has saved jobs, approved union contracts and did so with few if any layoffs. Meanwhile, multiple old Hoboken Mayors, directors and cc people have been arrested/ charged with stealing from their people for years, as well as letting them get burned out of their homes- yet no cry/visceral anger toward that? It just doesnt make sense.
It is like that hostage issue.
Please clarify how the past was ok and the present is not.

Oh and btw, most older born and raised hobokenite have pride in their town. they don't like what the parade has turned into- they despise it- htey find it to be an embarrassment and a moneymaker by the bars for the yuppies. They were the loudest group decrying it. How are you supporting them by pursuing this?

There's been no Beth Mason press releases trumping the tradition of the parade and announcing her steadfast opposition to it going away. There's been no collective attacks planned by MORTe against the mayor either.
Why? The Russo's are neighbors with many of the parade people and Church Towers is hostage to their demands? Yet not a peep.
A lof of Old Hoboken is quietly aware of all of this. They saw what Beth Mason and her lynch mob tried to do to the hospital. Shoot Michele Russo was telling hospital workers from Church Towers no support was going to be given to the hospital and the Old Guard pronounced the hospital in a coma with death moments away.
They mayor and the hospital board had to fight uphill to save the hospital and then they had to fight off pure unadulterated evil from Beth Mason with Michael Russo, Tim Occhipinti and Terry Castellano in tow to destroy the institution and bankrupt Hoboken.
They did it thinking that was their ticket to destroying the mayor. They eagerly were willing to do so.
A lot of Old Hoboken saw that and will not be believing the lies fed to them by the Old Guard. They've had enough too.

Eagles, for fire code violation the Dept. will only need a watered-down version of a search warrant to have the requesite probable cause to enter a private residence. This is typically a fill-in-the-blank form where the officer lists the basis for their belief that a fire code violation is likely taking place inside a building.

Lets be serious about Saturday's event. No amount of political disdain for the "Lepri-con" participants can change the fact that no person can be arrested or fined unless you are braking a law. This is America and this is how it works, no matter how much people are annoyed by these party-goers. Exclusing the obvious violations for which people should be cited (public urination, fighting, etc.), there is no applicable law that prohibits people from being drunk in public. For a policeman to arrest someone for "Disorderly Conduct" (the only applicable law listed above), they will have to be able to prove that the suspect "[c]reated a hazardous or physically dangerous condition by any act which serves no legitimate purpose." This lanaguage does not include public drunkeness. If the legislature meant to outlaw being drunk by enacting this statute, they would have said so (compare to actual Public Intoxication ordinances). It will be difficult to prove that an action performed by a person serves NO legitimate purpose, as is required to violate the statute. Local defense attorneys should be likcing their chops for young professionals willing to pay big bucks to have improperly issued tickets (you can bet there will be some) dismissed, off of their records and invisible to their employers.

What is the case is that it seems that Zimmer and crew are attempting to lump ALL party-goers into that group to make a political statement by arresting people en masse. This is nothing more than old-school, heavy-handed Hudson County politics, and it is wrong. "Meet the new boss, same as the old boss."
We all have the right to do as we please within the confines of the law. No government can punish its citizens because they MIGHT do something illegal.
