Municipal Elections To Be Moved to November

As decided in a 5-4 vote on Wednesday night.

The City Council decided to move Hoboken's non partisan municipal elections, which are usually held in May, to November with the goal to increase voter turn out. The decision was made in a 5-4 vote on Wednesday night.

A November election would mean that the current council members' terms will be extended by six months. (Those who would be up for election in May, would have to stay in office until the following November).

The measure was introduced by Council President Ravi Bhalla, who first brought up the issue in January, 2010.

"My main motivation is encouraging voter participation," said Councilman-at-Large David Mello.

Members of the public were divided on the issue. Jonathan Wharton, a professor at Stevens Institute of Technology, said that elections in May and June—run off elections are held in early June—puts students at a disadventage, Wharton said.

Wharton, who teaches political science, said that moving elections to November, would be a step in the right direction and would increase voter turn out.

"I think this is a very bad idea," said Hobokenite Dan Tumpson. "I agree you’ll have more voters. But that doesn’t mean you’ll have more informed voters."

Some of the members of the public expressed their concerns that local issues would fall by the wayside in a November election.

Tumpson, along with other residents, said they would like to see this issue voted on in a referendum. "You seem to be rushing into this," Tumpson told the council.

Third Ward Councilman Michael Russo proposed to have a referendum by the public before the new law could go into effect. The council majority voted against Russo's amendment.

"I really see this as a power grab," said Second Ward Councilwoman Beth Mason. "Everyone who votes in favor, is taking the power away from the people."

In a 5-4 vote—with all the minority council members voting against the move—the new law passed, after about an hour of discussion by the public and the council.

The first November municipal election will be held in November 2013, when Mayor Dawn Zimmer as well as Councilmembers-at-Large Carol Marsh, Bhalla and Mello are up for re-election.

The Russo political machine understand that that they can get out their small vote many times a year and they fear that if a larger number of people vote fewer times a year they will no longer have that advantage to maintain their power..

Just imagine if Russo or Mason proposed moving the election and giving themselves 6 months more in office. The reformers would be having seizures! They'd be calling it it a power grab, a political ploy to stay in office for a longer time...blah, blah, blah. But, since it was the pseudo-reformers who pulled off the power grab, their cronies on here will spin it as a good thing for the good of all. The Zimmer cabal has absolutely no shame.

What I found curious is Russo's comment that perception is reality and the reformers shouldn't proceed b/c of the risk that perception might become reality. If he REALLY believes that, then he should immediately resign b/c of that tape where he discussed taking a bribe. What a hypocrite. He has no shame, neither do his apologists who were fine w/ him and his corrupt parents who still to this day infest local politics.

I am judging Russo on his words and his hypocrisy. I am not going to judge anyone else on Russo's words and your mischaracterization of their perfectly legal contributions to a PAC. Wake me when the FBI catches someone I support on tape saying they'd take a bribe, a kickback or get indicted and plead guilty to a crime. But nice try at changing the topic from Russo's hypocrisy and his complete inability to live by the standard he tries to set for others.

In 2009 Beth Mason plastered Hoboken with signage reading "Mason -Corzine 2009"
In addition to this lawmaker violating local ordinances with Pole signs, she contradicted her current position where she now claims it will confuse the voter and bring outside influence to local races.
Attempting to attach herself to Corzine's Re-Election, not only infuriated the Corzine Campaign, it annoyed voters who knew she was trying to ride the coattails of a Popular Democrat in a largely Democratic City.

It seems Mason thinks the public has short memory and is too stupid to remember her tricks and /or contradictory actions.

A Daily News investigation found Safir is financially linked to six companies. He even made money selling a flawed “skyscraper escape” device that resulted in a near-fatal accident. This has nothing to do with extending terms by six months they don't pick the dates of the general elections. This has everything to do with making elections more accessible to the commuters who work hard and pay taxes here just like everyone else. Im sure they'd all show up for the off cycle elections if they were voting to avoid having their property reassessed for another 20 years, or live in a taxpayer subsidized rent control building that their earnings made them ineligible for. As for 'informed voters', the recent history of corruption and financial dysfunction is one that they selected. I'll take my chances with the 'uninformed' thanks!

Actually I wish they would have move it back 6 months to 11/2012. That would have shut up those who are pretending this is just about the 6 months. And moving the mayoral election to coincide with the presidential would terrify these clowns because they know they can't compete when 20k show up at the polls. Not enough votes to buy to offset the increased turnout.

Every day I get down on my knees and thank god for Dawn Zimmer. She's the bomb when it comes to politics. I mean the sky is the limit. I hope she serves Hoboken for the rest of her life. She's done so much to energize and revitalize the Mile Square. She's dynamic, energetic, and wroks tirelessly. She's got all the charisma of Clinton, as in Bill, and the oratory originality of MLK...I mean I could listen to her FOREVER. I think any future parks should bear her name. Can we repeal term limits? I hope Councilman Bhalla puts that on the next agenda!! Do I see the White House in her future? Anything's possible.

I agree that it is pretty clear that the county is the party of ultimate responsibility here. That said, i think you can make a resonable critisism in that the Mayor, using political capital with people at the county level, should be forcing the issue more. Part of getting things done at the county level I would assume depends on lobbying and pushing your city's needs on country reps to move.

Does this mean we will have run-off elections through the holiday season? Also, other than major presidential elections every 4 years, is the % in voter turnout from May to November really THAT signifigant? Also, isn't ad buy time more expensive during November? What about the local election being drowned out by larger more media covered elections in November..are votoers really going to be paying more attention to a Ward race when there are ads on TV every minute about some big state or US election?

I personally would have voted (if the option was given to me) on keeping the May election schedule unless a compelling arguement could be made as for why November was clearly a better option.

There were 2 reasons for the legislation. Most important was increased voter turnout, the second was cost savings. We spend around $20,000 per election. Like Info, I wish the legislation called for 6 months less, but that is not how the law passed. BTW it passed 45-32 in the Legislature and 36-0 in the Senate.

What I liked about maurice is that you could always get him on the phone and he would listen. he helped a friend of mine with MS get into section VIII housing.

Oh, then by all means, you're entitled to be an idiot. Maurice helped your friend with MS, you should have told us that earlier. You get a pass, no need to bring any intellect to the table. I can't believe you didn't tell us sooner. Wait till you see what Batman can do for you. Was Aquaman at the pool?

What a perfect object lesson. Focus on the anecdotal personal favors and forget the big picture, eg, federal indictments, pockets lined with dirty $. And then wonder why there's no pool. She can teach, but I don't think she can learn.

Would the state permit come from the same Governor Christie that Dawn has gone out of her way and crossed party lines to support? Boy, he shows thanks well. Shows what a great judge of human character the mayor is.
