Carmelo Garcia, the executive director of the Hoboken Housing Authority, has received a Rice notice in preparation for Thursday night’s board meeting. A Rice notice is usually given out to employees to discuss the terms of their employment. Such matters can be discussed in public or in private. In this case, that’s up to Garcia. Correction appended Councilman David Mello was appointed Wednesday night to a five year term on the Hoboken Housing Authority. The resolution passed in a 6-2 vote, with council members Theresa Castellano and Tim Occhipinti voting against Mello. Hoboken resident and local bar owner Joe Branco—who had applied for the position in March—spoke up, asking if it was too late to be considered. Branco, a known supporter of Mayor Dawn Zimmer as well as Sixth Ward Councilwoman Jennifer Giattino, told the council majority that he was disappointed with the process, which seemed to indicate that Mello's appointment was decided before the meeting started on Wednesday. Councilman-at-Large David Mello could be the next Housing Authority Commissioner. The city council, which traditionally appoints one of the seven people on the HHA board, will vote on a resolution to appoint Mello to a five year term on the board, replacing current council appointee Third Ward Councilman Michael Russo. Mello, an ally of Mayor Dawn Zimmer and a Fourth Ward resident, would serve until May 3, 2017 if the resolution is approved. The Housing Authority meets once a month and is headed by Executive Director Carmelo Garcia. Five votes are needed to elect Mello to the Hoboken Housing Authority.

Program will test out meters and new signage on selected streets.
Residents could soon find more metered parking on some streets in the city’s northwest section, but those who have permits won't have to pay. Meters will be installed between 15th and 16th streets on the east sides of Clinton, Grand, Adams and Jefferson streets, and on both sides of 15th Street between Madison Street and Willow Avenue. The start date for the pilot program, which as approved by the City Council on Wednesday night, has not yet been determined. It will last at least 180 days, according to Transportation and Parking Director Ian Sacs. The 13th annual Richard Hicks Black Youth Empowerment Luncheon offered inspirational words to scores of children and honored several community leaders and students Saturday afternoon at the Boys & Girls Club. The luncheon is named in honor of the late Hoboken resident Richard Hicks, a fixture on his front porch known for dispensing advice and keeping a protective eye on the neighborhood. "He had a beautiful smile and he always knew how to talk to young people," Hoboken Housing AuthorityExecutive Director Carmelo Garcia said.
